Fighting Malaria Is a Full Time Job

As anyone who has tried to hold a cookout in the summer knows, mosquitoes are inventive and resilient pests, requiring significant resourcefulness if you are going to keep them from spoiling the fun.

In many parts of the world, keeping mosquitoes at bay is not just a matter of comfort, it is a matter of life and death: these insects carry a variety of diseases, most notably malaria.

April 25 is World Malaria Day. It is a time to celebrate the progress made in the fight against this disease, but it also time to renew our commitment to eradicating the killer of at least 650,000 people worldwide in 2010 — though some researchers say the figure may be twice that Office 2010 Key, 1.2 million. Almost all Microsoft Windows 7 Key, 92 percent, of these deaths were in Africa and nearly two-thirds were of children under the age of 5.

Despite these grim statistics, progress is being made: deaths linked to malaria have declined since 2004, a period that corresponds with the scale up of the global response.

The fight is multi-pronged. The headlines often go to the work in the laboratories of the most prestigious medical research facilities in the world as scientists look Server 2003 Key, ultimately, for a vaccine. Often overlooked are simple, inexpensive interventions that are making real strides against malaria today:

• A long-lasting, insecticide-treated mosquito net, when used properly, is very effective in reducing the transmission of malaria — and it only costs around $5.
• Medicines to treat uncomplicated malaria cost only about 75 cents per dose, and rapid diagnostic tests can be used by community volunteers to diagnose the disease early on when it is easier to treat.

Such programs are making progress against malaria in some of the poorest countries in the world, the countries where malaria is still endemic, the countries where Catholic Relief Services works. And CRS is employing the same kind of resourcefulness and resilience that all of those involved in this fight need to win it.

Bed nets work because mosquitoes are most active after dark and prey on people as they sleep. Bed net programs initially targeted pregnant women and children under the age of 5, some of the most vulnerable to malaria. Millions have been distributed. We know the importance of ensuring that everyone is sleeping under one of these nets; millions more need to be distributed.

But it is not just a matter of handing out the nets and hoping for the best. For one thing, just getting the bed nets to some remote areas is a logistical challenge. But even more important, people must be educated in how to use the nets.

Throughout West Africa, CRS is using innovative practices to distribute bed nets and medicine and insure that they are used properly. In The Gambia, CRS is working through the traditional village social structure called Kabilo.

In this project funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria, village leaders are first consulted and then asked to appoint representatives — male and female — who will lead the bed net program in their communities. The fact that these people come from the Kabilo structure gives them standing in their villages that adds a credibility to their message that would be lacking if it came from outside. The approach is proving effective in getting more people to use the nets correctly.

In Niger, where CRS has distributed 3 million bed nets, mobile caravans have been used to travel between remote communities and conduct multimedia events on the importance of proper mosquito net usage. Since these educational events have taken place, there has been a significant increase in the number of people using the nets.

People also need access to medications to treat malaria if they become infected. In Benin, the Global Fund is supporting CRS’ Palu Alafia project — meaning “relief from malaria” in a local language — to distribute inexpensive anti-malaria medication to young children within 24 hours of the onset of symptoms. Working with the Ministry of Health, CRS has trained local and community health workers, getting medications to hundreds of thousands of children and reaching some of the most remote areas of the country.

These are only a few of the programs that CRS supports in the fight against malaria. This is a fight that is being won.

On this World Malaria Day, let us redouble our commitment to eradicating this pernicious disease.

Chip Maker Buys Rival in $939 Million Deal

Air Force, EPA may collaborate

The Air Force Research Laboratory and the U.S. Environmental Protection Agency are in talks about a research collaboration that could improve water decontamination detection and cleanup procedures, with applications for military and homeland security programs.

The cooperation could help the Air Force laboratory at Wright-Patterson Air Force Base to test new methods that battlefield troops could use for decontaminating water supplies and ground surfaces, said Rajesh Naik of the AFRL’s materials and manufacturing directorate.

In the civilian sector, the collaboration could help researchers at the EPA’s Cincinnati water quality research laboratory devise better methods for homeland security and emergency response use in detecting water contamination and fixing it, said Sally Gutierrez, an official at the EPA’s National Risk Management Research Laboratory.

The EPA and AFRL are still defining terms of the proposed joint effort and how long it would continue. Officials are hopeful it could be worked out in time to start collaborating this summer, said Mick Hitchcock, an AFRL official who works to set up efforts with outside organizations.

Officials of both agencies said they hope the results could encourage technology innovation in government and industry. YSI Inc., a Yellow Springs-based manufacturer of sensors and other instruments for environmental monitoring of water quality, is among the regional companies involved in related fields.

The discussion resulted from meetings at the Wright Brothers Institute where EPA officials learned more about the AFRL and its directorates, Gutierrez said. The Dayton-based Wright Brothers Institute is a nonprofit organization that works with the Air Force and regional partners to support research of mutual interest.

Google Discloses a Pair of Overseas Probes

There’s something about glowing hot metal that gets our hearts racing here at Autoblog. Whether it’s disc brakes on a racing prototype during an endurance night race or an exhaust manifold at redline during dyno testing, there’s something about metal resisting the forces of incredible heat that appeals to the gearhead in us. That’s why we took particular interest in this video of the new 2010 Viper ACR-X that shows Dodge’s engineers going through final testing of its 8.4-liter V10.

Because it’s built for the track and not the street, the ACR-X gets a few tweaks compared to the stock Viper V10. Gone are the catalytic converters and in go forged pistons Tattoo Supplies, a modified calibration and long tube headers good for 640 horsepower and 605 lb-ft torque. Those headers not only look fantastic when the engine is off Tattoo Supplies, they glow bright orange when the V10 is strapped to the engine dyno and revved to redline for sustained periods. Best Motoring’s Tsukuba shootouts regularly put all the others to shame. Too Big Not To Fail

Last month, as the financial crisis and the government rescue plan dominated headlines Buy Bandage dresses, almost everyone overlooked a news item that could have enormous long-term impact: GE Capital announced the acquisition of five mid-size airplanes—with an option to buy 20 more—produced by CACC, a new, Chinese-government-sponsored airline manufacturer.

Why is that so significant? Two reasons: First Cheap Herve Leger v neck, just as small steps signaled the Asian entry into our now essentially bankrupt auto sector 50 years ago, so the GE acquisition signals Asia’s entry into one of our few remaining dominant manufacturing sectors. Boeing is still the world’s leading commercial aviation company. CACC’s emergence—and its particular advantage selling to Asian markets—means that Boeing now faces the rigors of an entirely new competitive playing field and that our commercial airplane sector is likely to suffer enormously over the coming decades.

But the second implication is even bigger. The CACC story highlights the risk that current bailouts—a remarkable $7.8 trillion in equity Cheap Herve Leger gown, loans, and guarantees so far—may merely perpetuate a fundamentally flawed status quo. So far, at least, we are simply rebuilding the same edifice that just collapsed. None of the investments has even begun to address the underlying structural problems that are causing economic power to shift away from the United States, sector by sector:

Our trade deficit has ballooned from about $100 billion to more than $700 billion annually in the past decade, and our federal deficit now approaches $1 trillion. These twin deficits leave us at the mercy of foreign-capital inflows that may diminish as Asian nations, in particular Discount Marc Jacobs Dresses, invest increasingly at home.Our household savings rate has been close to zero—and even negative in some years—not permitting the long-term capital accumulation required for the investments we need; China’s savings rate, by comparison, is an astonishing 30 percent of household income.U.S. middle class income has stagnated over the past decade, while the middle class in China—granted, starting from a lower base—has seen its income growing at about 10 percent annually.Our intellectual advantage could soon turn into a new “third deficit,” as hundreds of thousands of engineers are being created annually in China.We are realizing that the service sector—all the lawyers, investment bankers, advertising agencies, and accountants—follows its clients and wealth creation. The great irony is that our new place in the global economy is a direct consequence of our grand victory over the past 60 years. In the immediate aftermath of World War II, the United States was essentially the only nation with financial capital, intellectual capital, skilled labor, a growing middle class generating consumer demand, and a rule of law permitting safe investment. Now we are one of many nations with these critical advantages.

This long-term change frames the question we should be asking ourselves: What are we getting for the trillions of dollars in rescue funds? If we are merely extending a fatally flawed status quo, we should invest those dollars elsewhere. Nobody disputes that radical action was needed to forestall total collapse. But we are creating the significant systemic risk not just of rewarding imprudent behavior by private actors but of preventing, through bailouts and subsidies, the process of creative destruction that capitalism depends on. 

A more sensible approach would focus not just on rescuing pre-existing financial institutions but, instead, on creating a structure for more contained and competitive ones. For years, we have accepted a theory of financial concentration—not only across all lines of previously differentiated sectors (insurance, commercial banking Herve Leger sale, investment banking, retail brokerage, etc.) but in terms of sheer size. The theory was that capital depth would permit the various entities, dubbed financial supermarkets, to compete and provide full service to customers while cross-marketing various products. That model has failed. The failure shows in gargantuan losses, bloated overhead, enormous inefficiencies, dramatic and outsized risk taken to generate returns large enough to justify the scale of the organizations, ethical abuses in cross-marketing in violation of fiduciary obligations, and now the need for major taxpayer-financed capital support for virtually every major financial institution.

Why the Right Hates Newsweek: Newsweek, in a piece on ”Why the Right Hates McCain,”  contains only a short description of what the magazine calls

his compromise position on immigration reform. (McCain championed a bill with archliberal Ted Kennedy that would have allowed illegal aliens to participate in a worker-visa program. He later retreated.)

“Participate in a worker-visa program.” I think the “compromise” did a little more than that Hale Bob Dresses sale! Permanent legalization, ”path to citizenship,” etc. How is any Newsweek reader going to understand “Why the Right Hates McCain” if the magazine rewrites recent history to make him look more reasonable? … Nor is it clear he’s really retreated. … P.S.–The Wimp Factor Buy DKNY Dresses! Dr. No, But …

Republican governors are sure they don’t want to spend stimulus money. They just can’t agree which parts to reject. Or whether they’re allowed to. Or why. Imitation Free Gift Watches

Gov. Mark Sanford of South Carolina announced this week that he wants to redirect $700 million that would be going toward education and health care and use it to pay down the state’s debt. “In our opinion,” he said, “that will do more to ensure our long-term economic strength, and to avoid our state’s structural budget shortcomings, than would other contemplated uses of the funds.”

Meanwhile, Gov. Rick Perry of Texas announced Thursday that he will be rejecting the $555 million of Texas’ stimulus funds directed to unemployment insurance. Perry’s rationale: He doesn’t want to increase the burden on businesses to fill the hole once federal funds dry up. Gov. Bobby Jindal of Louisiana voiced similar concerns a few weeks ago but hasn’t formally rejected any money yet. Same with Gov. Sarah Palin of Alaska, who plans to make a stimulus-related announcement next week.

Each governor’s stance raises its own set of questions. But the one question that applies to every Republican governor is this: Why not reject the whole thing? What makes these particular packets of money so much worse than the rest?

For Perry, the answer is simple: I reserve the right to reject more money later. But this money for unemployment insurance is so bad, I had to act fast. The governor is currently going through the remaining allocations “line by line,” says spokeswoman Katherine Cesinger. “I would stay tuned,” she adds.

For Sanford, it’s a little more complicated. Seven hundred million dollars is only 10 percent of the stimulus money allocated to South Carolina, and a small fraction of the state’s likely budget shortfall. It’s also not qualitatively different from the rest of the state’s money. The $700 million isn’t a blank check—it goes toward K-12 education, higher ed, and Medicaid as part of the state’s “stabilization funds.” How does that hurt taxpayers any more than fixing roads or distributing food stamps or any of the other services South Carolina desperately needs?

Sanford says he would reject or redirect the rest of the money but can’t. His “hands are tied,” he wrote in a letter to state legislators. When asked to explain, his communications director said that the governor has discretion over only the stabilization funds, not the rest of the $8 billion allocated to South Carolina.

Yet Perry just rejected a chunk of change that has nothing to do with stabilization funds. Moreover, the federal legislation states that the governor has first dibs on all the money: “If funds provided to any State in any division of this Act are not accepted for use by the Governor, then acceptance by the State legislature, by means of the adoption of a concurrent resolution, shall be sufficient to provide funding to such State [emphasis mine].” (Read it here.) Sanford’s spokesman, Joel Sawyer, insisted this passage refers only to stabilization money Fake Bell & Ross Watches for sale, i.e., the $700 million Sanford has asked to be redirected.

But the words “in any division of this Act” suggest that he has discretion over every dollar. Or, at the very least, he can instruct his appointees at Health and Human Services or Social Services to reject the money. Whatever the truth, this puts Sanford in a convenient position. He not only gets to dramatically redirect a portion of the money—which has been reported all over as “rejecting” the money and which either the White House or the South Carolina state legislature will likely override—but he can also claim that he would reject the entire monstrosity, if only he could. This pretense that he opposes every dollar in the stimulus package—much of which comes in the form of tax cuts—allows him to engage in some clever reductio ad Zimbabweum. “What you’re doing is buying into the notion that if we just print some more money that we don’t have, send it to different states Fake Free Gift Watches, we’ll create jobs Imitation Dior Watches,” he said Wednesday. “If that’s the case, why isn’t Zimbabwe a rich place?”
